The registry provides an infrastructure-grade index of all issued references, enabling consistent lookup and verification.

4. Publication Protocol
- References are published within 5 business days of period end
- Publication includes index entry and linked documents
- Index entries are immutable; supersession creates new entries
- All timestamps are UTC
